RE: the Stupak amendment:

There are howls of outrage all over the intrawebs today about this. I suggest context: currently, uninsured women, women on Medicaid, women who work for the federal government, and women in the military do not have this coverage, the latter three groups thanks to the Hyde amendment.

Out of remaining women, those covered by private employer-provided care, only 45 – just over 50% have plans which cover abortion. The status quo is that only something like 1/3 of women of child-bearing age currently have coverage for elective abortion; pretty much all insured women have coverage for abortions when pregnancy threatens life and health, and in the cases of women covered under Medicaid and VA, also when the pregnancy is the result of rape or incest.

The Stupak amendment, in other words, isn’t going deny coverage for elective abortion to anyone who isn’t already denied coverage for elective abortion. In the case of uninsured women, the bill as passed by the house will allow them coverage for a whole host of health issues for which currently they have no coverage.

Does it suck that we have to go through these machinations to placate fucktarded wingnuts and conservadems? Yes. Yes it does. Does it mean the bill rolls back abortion rights? No, it does not. By far the biggest obstacle to most women today who seek elective abortion is the lack of abortion providers within a few hundred miles of where they live.

In short, the Stupak amendment didn’t throw anyone “under the bus” – it just leaves a lot of women being pinned by the wheels, as they were before. Not great, but also not any worse than the status quo. And there will be many, many opportunities to address this issue both legislatively and judicially in the future.

Quite right Jennifer, but some of the analysis I read over at FDL indicates that the “guaranteed issue” language might mean that any insurance company that offers plans that could be covered in the public option, cannot offer abortion coverage in ANY of their plans. Thinking being, that if the tax credits are being applied in one area, that money could be transferred elsewhere to pay for abortions.

And since the insurance companies have to offer plans for the public option, this could make them eliminate the coverage from ALL their plans.

Now maybe that’s not how it will be interpreted, and I certainly don’t know enough to be able to tell, but I wouldn’t find it surprising if the Insurance Moguls just decide to throw non-wealthy women off the buss, even if the Stupid Amendment doesn’t quite do it directly.

And in any case, the Fainting Goat routine in the face of gross sex stuff is getting terribly tiresome.

The problem with all of these analyses is that there’s nothing to prevent a private insurer from creating an elective abortion supplemental policy, and selling it to whoever wants to buy it. While I don’t agree that the language will force insurers to drop elective abortion from all their policies (clearly these policies will not be available for purchase with subsidies), if it did, you better believe they’d be johnny-on-the-spot with this nifty new “product”. I don’t really see any danger of women in general not being able to find insurance coverage for this one procedure. As it now stands, they’ll have to dip into their own pockets to buy it if they are being subsidized. That’s still 1,000 times better than being able to get no care at all.

Scott at LGM discussed that briefly, It seems that five states have included language mandating these kinds of riders. It also seems that in the time this requirement has been in effect, there has been exactly no one who has elected to purchase one.

I guess I can see that, for the most part. Wingnut fearmongering about women who use ‘abortion as birth control’, I imagine very few people think they personally will need an abortion, until they need one.

Umm, not being a woman, I might be wrong on that though. In any case, the abortion coverage rider solution seems to be ineffective, at best.

And that Elie Wiesel fellow complained about it, but likewise he did not say anything about how most of the signs that didn’t say health care reform was equal to the Holocaust or Hitler or Nazis at all — one of them, for example, compared the public option to Stalin’s engineered famine in Ukraine, and of course several pointed out that 119 million Americans losing their private coverage* is many, many times worse than mass murder and genocide.

* By charging someone 30% less for something you are FORCING them to take the better deal, which is unfair, so it’s like taking the more expensive private insurance away from them.
