Iraq is similar to Iran, in that a lot of the REAL power is consolidated in the Grand Ayatollahs, particularly Sistani. If you remember, the original plan was to install a leader and promise only parliamentary elections at some point. It was Sistani who forced bush to call for a "one-man one-vote" election, which ensured that Shiite leadership aligned with Iran would win. So whacking Maliki won't get it done.
