    I think Kouri is simply suggesting that Americans are “dwindling,” i.e., getting smaller, in the last eight years. People often do shrink a bit as they get older, or, at least, become more stooped.

    (In Kouri’s case, however, that last part should be pronounced stoooo–ped).
